They were -- and this wasn't just a "riot" .This was an attack on the very foundations of the American Constitution .
This was an attack on the legislature ,in an attempt to force it to overturn a democratic election result in favour of a dictatorship ,under Donald Trump .
There are no more serious crimes than that ,in a democracy

Who has the authority to call the military in? And Pence did eventually call in the National Guard to enforce the 6pm curfew set by the mayor of D.C.. The Department of Defense denied requests for additional Guardsmen. The FBI was called in to help the local police as well.
Military can't be employed domestically except for a full out insurrection or invasion. Only the National Guard can. Took a while for the National Guard to arrive because all the members had to be notified to muster.
