When is the exact time of a new president?
Is it stated as a specific time, or when the President elect has finished swearing the oath, or any time that day? The reason I ask is if the US was attacked on the morning of the inauguration for example, would it be the sitting President or the President elect that would have to deal with that?

Oath or no oath, it’s noon Washington time. Before that moment, the old president has to deal with everything. After that moment the new one does.

The sitting President is still the President until the oath of office is taken. You couldn’t have a president acting on matters of state who hadn’t been sworn in.
