In theory, the tighter the aspect, the more important it is. Almost 9 degrees is pretty wide. If it is applying, it might be of some influence. If it is separating, I'd ignore it.
With aspects, it is probably better in natal astrology to look to the 2 or at most three tightest aspects only. For a good astrologer there is plenty of information with that plus the ASC and MC (plus their rulers). It's a rare chart where any aspect that wide is of importance. For what it's worth, I use 3-4 degrees tops for all aspects. I might make an exception for the angles and the ASC ruler, but I'd stop before I got to 5 degrees.
