Why is Canada's Prime Minister upset that President Joe Biden cancelled the Keystone XL pipeline?

Shouldn't the 10's of thousands union workers get more upset?

It is a show of face, because Alberta's government was adamant about it.

But in reality, with the cost to produce a single barrel from tar sands being $85 while the price of a barrel of crude is presently $53, the prospect of a pipeline that would incur a loss of $10 billion per year is something that we should be glad is no longer envisioned.
