To cut the long story short, in the real Islamic country ,who rule by the Islamic Law then, the Government posses the duty in collecting the fair taxes, both public and religion taxes among the people , then distributed the taxes equally among all classes of people . So to say the Islamic Government should not become so rich ,while the people are poor or destitute , but it should be on the contrary that, the people are rich while the Government spend all its budgets for the welfare of the people. This is my religion and morality of the people and their governments.
