No they weren't.  Glubb Pasha's Arab Legion kicked the French collaborators out of Syria.  It was the Stern Gang and the Jewish terrorists who were supplied by Mussolini and offered their services to the Germans.

Iraq: Friendly with but never joined the Axis because of they were fighting Iraq's overlords.

Iran: Completely neutral and was invaded by Britain and the USSR anyway.

Saudi Arabia: Neutral until they declared war on Germany.

Lebanon, Algeria and Syria: Fought for their French overlords, both Vichy and Republic.

Arabs in Palestine: Didn't care for Germany but maybe Axis victory will give them independent from their British overlords.

Egypt: Neutral.

 Morocco: fought for the Allies.

Libya: Fought for their Italian overlords.

Tunisia: Didn't care for any of their Allied or Axis invaders.
