Eunuchs of the Bible, in Ancient Rome through the Roman Republic and the Holy Roman Empire all the way through the mid 19th century ACE, in Ancient Egypt until it fell to the Roman Empire in 1st century BCE, and in Ancient Mesopotamia and Babylon through the 18th century of the Ottoman Empire, were emasculated, meaning their penis, testicles, and scrotum were all removed.
The most recent practice of emasculating boys continued into the 19th century with the castrati, Roman Catholic choir boys who were emasculated (not simply castrated, i.e., just the testicles being removed, as the name suggests) and made into eunuchs just prior to puberty in order to prevent their voices from changing. As explained above, the penis, testicles, and scrotum were all removed, not simply the testicles, the reason being that there was still a widely held, incorrect belief that the penis itself contained much of the potency of masculinity and so could change their voices. The Vienna Boys' Choir is the most famous example of castrati. While the Vienna Boys' Choir still exists, the boys are no longer emasculated into eunuchs but instead are expelled from the choir when their voices change.
Nowadays, emasculation of children is outlawed throughout the West as well as in Israel, meaning it's already outlawed in the US. This includes gender reassignment surgery, which involves what is tantamount to emasculation, save for the penis being removed, it instead being turned inside out and inserted into the body cavity to form a vagina. It is illegal for boys to undergo gender reassignment surgery. They must wait at least until they reach the age of majority, the age of 18, at which point they become adults. For adults, voluntary emasculation (including as part of gender reassignment surgery) is legal, though when done surgically, psychiatric review is required and cannot be done without a psychiatrist giving signed approval after first determining the patient is mentally sane, fully understands what the surgery is and the outcome, fully understands that it is irreversible, and genuinely wants the surgery for rational reasons.
