His actual rule we don't have that detail after 4000+years. He's called 'Great' then and now because of his political and military achievements in unifying human civilization and making the 1st empire, greatly advancing civilization.
Whether he was a wise/ kind/ good/bad leader...we do not know.
We only know 'he got the job done' and that ended up greatly advancing human civilization.

We have no objective reports on his rule, just what he had his sycophants write. His enemies were no better than Sargon, and some were clearly worse.
