It would push up against our rights and freedoms as citizens -- it's the classic rights versus responsibilities issue in a democracy.
On balance , I think it should be --with obvious exceptions-- because I think it's a clear case where our collective responsibility outweighs our individual right

Some people can't take vaccines, so you would need to make exceptions.
Without an income, they will end up in prison and/or on the street which would cost even more.
