What does it mean by processing for F4 sibling migration to USA?

F4 Visa Processing Time

Since the number of F4 visas that are issued every year is limited, the processing time is generally long. It could take anywhere between 1 and 10 years to get your visa processed.

Does this mean that it only takes between 1 to 10 years for sibling to migrate to USA

    For some countries of origin it takes twice that long.

    No. It takes between 15 and 25 years for sibling visas, depending on what country they are from.

    F-4 visas take 10 to 23 years to be processed, depending on the nationality of the applicant.

    It means that is the time 'approximately'  it can take or longer depending on country  they are from to see if the visa will be approved or not

    Yes.

    I believe this is currently taking longer (COVID + backlog), so realistically it'll be at least a decade if not more.
