If you have just an average body (not over weight), you can get the abs in 4 months, the chest and arms will take 6-12 months.
In 2008 I conducted an experiment. Being 20 lbs over-weight, I bought an ab roller and worked my abs 3-4 times aweek for 5 min each time. In 4 months my abs looked like the picture you posted. NO JOKE!
Abs are tiny muscles that develop very quickly!
PS: During the 4 months, I ate a strict non-fat, no sugar (high protein) diet.

It depends on what you started with. 12 months could do it unless obese to begin with.
