So why wasn't the shooter in Boulder not splattered into a thousand pieces and don't tell me because his hands were up?

I'm guessing that the gunshot he took in his thigh pretty much dropped him.  If he was unable to hang on to his weapon or in too much pain to continue the attack or simply decided that he should give up, then taking him in custody would be do-able without further shots.

He didn't have the required amount of melanin in his skin to be shot multiple times.
