why did modern science originate in the western world, how come not in china instead?

I realize during ancient times china produced some important inventions. However by the 19th century, it was a rural backwards antique civilization. The Japanese realized this about china which is why they started westernizing themselves.

Inventions such as radar, sonar, ballistic missiles, gas turbines and of course light bulbs were invented in western nations.Non westerners are just as intelligence and have the exact same brain as westerners.

what ideology does an individual human being have to be raised in to be good at science.
