What are the upper income-limits on these?

Both programs are funded with federal money, but administered at state levels.  Each state sets its own income limit levels.  Some states with high cost of living have higher limits.  While other states with lower cost of living have lower limits.  What would cost you $500 in one state may only cost you $50 in another.  So there is no one limit for these programs.
