Should an adult with an intellectual disability (has the mindset of a young child) be treated like a young child, or like an adult?

Children's minds have little to do with physical age so care form them like children because they are and they will never really grow out of that completely...

They should be treated the way they want to be treated, this isn't a one-size-fits-all situation.

Your expression, "adults with intellectual disabilities, " leaves me uncertain about whom you mean. Trumpanzees? Democrats? Personally, I don't think that these groups are distinguishable by intellectual ability. Please ask your question again including also the context in which others are called upon to treat the disabled as an adult or as a minor.

We all just pretend Kamala isn’t really in charge.

Depends on their capability and how severe their disability is. I have mild autism and dyspraxia, but I still work part time in Tesco and have had two past relationships as well as a couple of casual flings (I'm currently  single) so in my case I would want to be treated like an adult since I work and will move out into my flat one day. My first boyfriend was severely mentally handicapped and has anger issues which he is on medication for. He's mentally about 12 although is physically 36 (he was 28 when we split up) so gets treated like a child since he is mentally a child. I was only 17 when we got together though.

I have a neighbor who is autistic.   He is a lovely person, and I treat him the same as anyone else.
