I would not mind at all. It is part of socialization. The dogs love the attention & people are just drawn to dogs. I would not have a biting dog.

If the stranger just started grabbing and petting my dog without first introducing him/herself TO the dog then I'd be a bit miffed because that's a stupid and disrespectful way to approach a dog and a good way to get bit. But if the person knelt down in front of my dog with an outstretched hand for the dog to sniff and then choose to approach the person, and then petting commenced, I wouldn't mind that at all. Dogs love to make friends, and I love it when people make friends with my dogs.

In these times when dog theft is a reality, I'd not want any stranger touching my dog. And I've warned my sig.other to use the stick he carries if anybody he doesn't know, approaches our dog.

It's ignorant and invasive behaviour for someone to assume they have the right to touch my property (dog) without my permission. End of.

No. They would get mad if the dog Bites them because they know it would be the owners fault.

Yes, very, but I never let it get that far. Unless a stranger jumps on my dog, I see the "petting and playing" coming and respond with, "Please don't touch my dog." If the stranger says, "Why?" I say, "Because he's my dog." Why? My dog is a rescue and can feel threatened. Never had an incident, he would cower, but I'm not putting him through that.

Only if I'm in a bad mood. They are probably trying to be social.. No.. I can defiently see your point and its not an excuse to talk to someone. Especially if you are a female. Could ve seen as threatening and creepy. People should respect and be careful not to. Because to give potential creeps like that.. That could be out there.. No green light. And its good to have a healthy fear of strangers I always think. If you were to talk to them someone else who might be a creep will think its ok if they do to. Just not talking at all is sometimes better. Should be respected anyways if yhey dont want to talk.
