By plutocrats.

Not quite. Aristocrats are born with the proverbial silver spoon in their mouth. America is more of a plutocracy - some of the rich have acquired "their" wealth without being born into it

In a sense, yes. I’ve heard people characterize it as an “oligarchy”.
According to Wikipedia:
“Oligarchy (from Greek ὀλιγαρχία (oligarkhía); from ὀλίγος (olígos) 'few', and ἄρχω (arkho) 'to rule or to command')[1][2][3] is a form of power structure in which power rests with a small number of people. These people may or may not be distinguished by one or several characteristics, such as nobility, celebrity, wealth, education, corporate, religious, political, or military control.”

If you consider the elected people to be aristocrats, then yes. I often think they have began to think of themselves as aristocrats. This is why we need term limits for every elected office in the land. Vote out incumbents.

Maybe in a somewhat metaphoric way, such as the term "liberal elite", which accurately describes the woke mannerisms and politically correct vernacular of the elite class.
Liberal elite, also referred to as the metropolitan elite or Progressive elite,[1][2][3] is a stereotype of politically liberal people whose education had traditionally opened the doors to affluence and power and who form a managerial elite. It is commonly invoked pejoratively, with the implication that the people who claim to support the rights of the working class are themselves members of the ruling classes and are therefore out of touch with the real needs of the people they claim to support and protect.[3][4][5]
There's a ruling class in every country, but the term "aristocrat" is specifically relegated to an aristocracy. The US is more of a corporatist federation.
