Was the other driver at fault? Issued warning for accident Im almost sure I wasn’t at fault in?

Maybe im wrong.. Id switched lanes getting into the turning lane (yellow lines and legal) when this van hit my bumper. The van scooted up a little after hitting me and was blocking my driver door and going to the side of my car, so I put my car in reverse and it scratched their passenger door. I told the officer this and he took as I was merging however my car was fully in the lane when I was hit (I drive a small versa). The lady who hit me wouldnt give me her information and her husband told the officer the light at the intersection that was coming up was green (it was red for a few seconds after the wreck) and they said they were already in the lane.. I think that was a lie as I turned out super slow trying to be careful and let 2 cars pass in the turning lane and there was no one else. I think she behind me and got over same time as I did. You be the judge. Impact point is at her right front tire

To the reply I’ve gotten, I wish that were an option. I have really bad anxiety and was stunned so I didn’t even say all I wanted to the officer. I told him I was getting over so that I could turn around to go to opposite direction and he asked oh you were merging and to be in the turning lane so you could do a U at the light?” and I said yes. Technically that wasn’t incorrect but I couldve been more concise as I was already in the lane and there are two businesses on the left to turn into too

    Don't let the policeman influence anyone if he was not an eye witness.  Challenge the other driver to take a lie detector test with the loser paying for both.
