For some dating is a game and it's the thrill of chasing or being chased that they actually get off on. They care less about being in a relationship than about the build up to that. But people who really just want a partner usually skip all this to some degree. If you're interested in someone just ask. If they say yes then start dating them. If they say no then believe them, respect that and leave them alone. No pursuit necessary.
