Are the residents of this neighbourhood characterised by poverty?

Imagine that you lived during the 1980's in a so called modern housing estate that was built in the early 1970's.

Consequently, the house has 3 bedrooms; one bathroom; a garage; a kitchen, lounge and dining room; and is semi-detached. 

Therefore, it was about 10 to 20 years old during the 1980's.

Would you describe the people in this neighbourhood as being "poor"?

Do you think that the residents of this neighbourhood are characterised by "poverty" in view of the aforementioned?

    I would say the house has nothing to do with it,, I've seen houses of that description in poor neighborhoods, in middle class neighborhoods and in fairly well off neighborhoods.

    Now, a brief description of the actual neighborhood would get you better answers,,,

    Is the neighborhood one of pawn shops, liquor stores, bars, and payday loan stores,, or one of coffee shops, boutiques, and people doing brunch.

    Do old Toyotas outnumber the new BMWs,

    Are the dogs running loose or being walked by some hipster dog walker,

    Are the people on the street at 11:00 AM working age young men or trophy type second wives,, and likewise, at 11:00 PM,, working girls or drunk frat boy types,,

    I would not expect such a neighbourhood to be occupied by people with little to no money.  What special conditions would allow them to live there?  It would not typically be affordable to low-income people.
