My dry cough turned into phlegm (COVID)?

Is this normal? I don’t want to go to urgent care if this is part of the process

Covid-19, being a virus, cannot be cured by any medicine.

Therefore, you should not go to the doctor unless you feel you are extremely sick.  Even then, you should call first, as the doctor might prescribe something over the phone without seeing you.

It is normal. If it becomes difficult to breathe or get enough air, you have a problem and should go in. Otherwise ride it out, take vitamins if you have them.
