Weather makes a difference, then take that weather and set up a business for those who dream of being rich and famous, those who dream of living out in the open and surfing all day. That leads to industries to support and exploit. Then have the vision to lure tech. Yes, CA is the place that people wanted to be, now it is the place people can't afford to be. But still, it will draw them in.

No it's because of gentrification and price gouging, more people are leaving cali than moving to it
