Iiiiit's because he was trying to distract us from something else. He surprised everyone in the country, including Democrats close to him about wanting to open up relations with Cuba. And it worked . . . if I remember right, the news cycle had just started in stories about torturing prisoners from Islamic countries. And he made his statement about that, which actually seemed fine to me. But then the stories kept coming up by the news media. A week later or so, Obama dropped the surprise Cuba relations thing. And the news stopped reporting on torture. Cuba ended up using some kind of sonic device to damage the hearing and thinking abilities of US diplomats in Cuba. Also it was found out that Obama's administration was using computers to hack the Cubans and spreading propaganda. So there wasn't the welcome that Obama hoped, and it all turned to shiite.

His thinking was, after 50 years, maybe things would change. It made sense because the island is very close to us.
