He was of German family born across the border in Austria. Like if I'm an American but born across the border in Canada I'd still consider myself American, and Germany and Austria were even closer related than US and Canada.

It would require quite an act of courage to try to explain the actions of a homicidal lunatic but here goes. He thought that all German speaking people were part of the same clan. He fought for Germany during WW1. And it was decades since Austria had any real power. Germany was where the center of power for the German speaking world was (surprise, surprise) so that's where he was attracted to.
