Realize that your mother isn't very bright and DO NOT ask her to file your taxes again. Either do them yourself or hire a CPA. For your 2019 one, you will have to file it. Better late than never. They are going to charge you a penalty and interest if you owe taxes for that year, so the sooner you do it, the better.

If the IRS never accepted it, then you simply file again. If you are doing it yourself, file a printed copy by mail. A paid professional can efile it.
