We have bought 4 500g bags and are using a popcorn machine? Will this be enough?

On 2nd January pay as you go starts on National Rail so my daughter who is 6 will need an oyster photocard. I can't find the section on the tfl website where you can apply, only if you are a non resident - we are London residents. Do I need to apply in person at the ticket office and can I do this before 2nd January?
