I'm only asking this to black American people, so unless you're an American who is black, you need not respond.
I understand that at times it is hard for black people to get a cab in many cities. I believe that this is somewhat justified as cabbies have learned the hard way that when the fare is skipped on, or they're robbed or in some cases, killed, it is almost always going to be a black perpetrator.
I'm not saying that black people shouldn't be able to get a cab, but I also don't view a person protecting their business, themselves, their job, or just their general well-being as a problem.
With that said, what would be a better more efficient solution that would allow black people to get a cab more easily, AND ensure the cabbie that the fair will be paid?
In a way this question is a microcosm to many of the race related issues in this country, and I'd seriously want to know if you guys have some ideas on a better solution, rather than cabbies just passing on potential black patrons.

My nephew is leaving to boot camp in November. He has a wife and child so if they aren't given a home on base, my understanding is that they'll be given something called a BAH which helps pay for rent to a home or apartment off base.
One question I have is, what is the quality of neighborhood and housing that the BAH will fully cover? Does BAH only provide by itself enough assistance to live in a bad area of town? He'll be an E1 but according to him, he'll move to E2 in 6 months time, at which point his pay and BAH will increase.
Him and his wife are both 19 years old, so it's not crazy for them to be somewhat unskilled and both want to become further educated.
His wife wants to go to school at least part-time AND work part-time. We're aware of financial assistance programs provided to some military families for day-care, which of course they'll certainly need day care if she's to work and go to school. What type of assistance does this program typically provide, financially or otherwise? Also, are there any programs to help pay for the education of the spouse of an enlisted person and/or programs to help an enlisted persons spouse gain employment?
My nephew also wants to work towards OR earn a degree while enlisted. Is this really a reasonable goal being an E1 or E2 or whatever other rank he may reach over the next several years while enlisted, given the time required for work and sleep? Also, does earning college units and/or a degree effect the value of the GI Bill (or whatever it's called now) negatively, when he's out of the Army?
We're unclear on the travel benefits that are provided during leave. Are flights home and back given at a discounted rate? If so, what kind of a discount? Do they get any help on hotel accommodations during leave? Again, if so, what kind of help?
When he's deployed and away from his family, will his pay go up? If so, what kind of pay increase can he expect while deployed?
And last but not least! His understanding is that he'll be given 30 days of leave per year. Does he have to take all 30 days consecutively, or can he take a week here, a day there? Also, will he be given some or all federal holidays off? If not, can he use a day of leave to take a holiday off?
Sorry if all the questions are a little annoying! But I appreciate ANY sincere answer to ANY or all questions.

I have Komodo Firewall and Avast Anti-Virus. What's the difference between the scan feature in Avast and Komodo?
Also, Avast has a boot-time scan feature. Is there any reason to use this? If so, how often?
I also have CCleaner. I noticed the feature "Wipe Free Space" Should I use this every now and then? Is there a difference between that feature and defragmenting?
Speaking of which, I downloaded Defraggle. Does this program do anything that the regular MS Defragmentation program won't? If so, is there anything I should probably utilize in the Defraggle program?
Lastly, I downloaded Spybot. What does the "immunization" feature really do? Is it worth using? Also, are there any other features in Spybot that I should use in conjunction with any of the aforementioned programs or features?

All the power is out to the wall outlets in a bedroom. I've unplugged everything from all the outlets on that breaker. When I flip the tripped breaker, it immediately trips again (within a second or so)
What could possibly be causing this? No where else in the house is there an issue

I have a Yamaha A/V receiver that was shutting off as soon as I turned it on so I figured it was a short. It happened time and time again so I began to disconnect the speaker wires from the back of the amp, through process of elimination I managed to determine the problem was somewhere in the right rear channel. I tested the wire and it was good so I hooked a speaker I had lying around to the right rear and everything worked fine. On a hunch I opened up the speaker that was causing the problems and sure enough there were 2 tiny cobwebs connecting the + and - speaker conductors.
Here's the problem, before I wiped away the cobwebs, I SHOULD HAVE hooked the speaker in question back to the amp to see if the issue was recreated, instead I just removed the cobwebs, hooked up the speaker then everything worked fine!
Was this just a coincidence OR were the cobwebs inside the speaker box causing the short?

Believers and agnostics need not respond (and please, do not).
First off, I'm not asking to start some argument. In fact, up until recently I would've considered myself an agnostic w/ atheist tendencies.
Here are my questions:
1)Where did it all start? The big bang doesn't explain this question being that all those atom's came from somewhere. Whether a creation of a higher power or a miracle of science, they had to come from somewhere.
2)Suppose all these atoms didn't exist and space was a giant and completely empty void. Is space something? Is free and open space, the same space between your eyes and your computer screen something? Back to the big bang, is the very space that all those atoms exploded into something?
Is the existence of space infinite and carry on forever? If you answer no, then you would have to assume that space itself is something.
Let's say space is expanding. What's it expanding into? Again take any object out of space, what is at the end of it? Do you just loop right back around to the other end like a rolodex ? Is it a giant wall that you would find at the edge of space if some how you were able to travel to the edge of the universe? If so, what is this wall made of? Is it more atoms and matter? How did it get there?
Again, I'm not a religious person, just wanting to here some peoples take on these questions w/out the cookie cutter response of "big bang"

My nephew just started a job for a security company in California as a guard. He worked a 12 hour shift and was told he wasn't owed overtime because half of it was worked say Monday night and the other half worked Tuesday morning. I believe he is legally due overtime being that he worked this shift, 12 hours, continually. Am I right?
Also, if it matters, his rate of pay is determined by the post he is dispatched to (I believe it probably has something to do w/ the contracts the security company has with various businesses.)
He's 18, and is leaving for the Navy in 5 months and I don't want him to start his work allowing employers to walk on him.
