At first it was Department of Alaska then, District of Alaska and then, Territory of Alaska then, A state in 1959. What's the difference between all these title? Please clearly explain it.

I'm currently watching it. And I'm just currently at episode 4. I don't care about being "spoiled" (was that term right?) "spoiler alert" doesn't matter. That's what I asked for. This anime is freaking interesting and I want to know more about it. I'm kinda confused about "Mei Misaki". (well maybe not kinda, but confused) So, she's the non-existent student picked by the 9th grade class 3-3 that prevented the calamity/curse to happen. The students are not allowed to talk to her because then, the curse would start happening. Kouichi Sasakibaru didn't know about anything this because they (class) didn't want to tell him. Why didn't the class want tell him about this in the first place? If they did. He would know not to talk to Misaki Mei and just be quiet. He would stop being curious and just go with the flow because he would know the story. Why would the curse start If someone would talk to the non-exixtent? I'm so freaking confused (It's giving me headache!)(The video freaking stops and stops and stops every second, probably it's because of our connection. I could finish this anime in just one day or night but the connection is just a damn). WHY DID THE CURSE EVEN START? why!? Does the old lady in the front desk of the doll shop couldn't see Mei Misaki? Why,even her? So, the whole school can't see Mei Misaki or it's just pretend? Wahhh! I hope someone could help. I just don't want my questions to be answered, i want the anime series explained. :) I just started watching this movie today and it's a "supercalifragilisticexpialidocious" (Can't believe I used this word!) ARIGATO GOZAIMASU !! Additionally, (I was just watching episode 4 and the scene was inside the doll shop) What's up with the doll resembling Mei Misaki? and including all the dolls. What do they represent? Does the myna bird represent anything?
