A few days before she gave birth, the guppy was swimming weirdly. I then put her in a half gallon bowl and a few days later, she had babies. I put her in another container and a day later, her body became slightly bent from side to side. Another fish had previously died and showed the exact symptoms before it died. Do they have fish tuberculosis or what?

My betta is less active now. All of the sudden, there's some silver on his fins and on his "belly" there is some white on it. His tail is starting to look more like a crowntail's( but they look kind of sickly.)He even doesn't respond so quickly anymore when I put food on his bowl.
