Figure out where the cat was last. There may be a problem that arose from where the cat has been.

Check your other pets. If you have any other pets, you may want to see if they are all right. Your cat might also be mad at or scared of other pets and is coming to you for safety or protection.

Check the cat's food and water. Your cat may be hungry or thirsty.

Give your cat affection. Your cat may just want to cuddle with you!

Consider the vet. If your cat meows a lot, your cat may be trying to tell you that they need attention. If you've tried the above suggestions and your cat still meows frequently, it might be prudent to schedule a trip to the vet.

Be aware some breeds are more "vocal" than others such as Siamese. In this circumstance, your pet may be meowing for the sake of meowing, which is a form of talking with you.

You didn't mention is your kitty has been neutered. If not that could be the cause of his behavior. Deep meow could be a good indication of this.
Running around sounds like he's just getting some good exercise. Nothing wrong with a good run. I can understand when he's had a good run and then meows after his exercise. That just says he's OK, feels good. A bit of excitement left over.
My kitty will do a deep meow when she wants to go out into the garage. Guess she needs a different atmosphere. She's an in door kitty. We all need to get away from it all at times. Guess this is her way of something different to do. When she's ready to come in she lets us know by a little scratch on the door.
We did have a cat at one time that would get aggressive at times even when sitting on your lap.
Everything is cool and she'll turn around and hiss at you. She would lash out at (visitor) for no apparent reason. She had her reason, but I sure couldn't figure out why she did this kind of thing. Always had to worn people to stay far enough away from her.
I got this cat as a kitten from my daughter who at the time could not take care of it. We already had a full grown cat of our own. My full grown cat tolerated her, but that's about all. Other cat remained aggressive and didn't change her attitude. I believe this behavior came from the fact that my daughter rescued this cat from a barn. Cat wasn't weened from mom yet and mom and other kittens were already gone. Daughter had to (bottle feed) weened the cat herself. She was a difficult cat to have around due to the fact that I never knew what she would do next in regards to her aggressive behavior.
If his bites are hard then that's aggressive behavior. If bites are soft and gentle, that's a show of affection. I'm sure you can tell the difference. A hard bite could also mean, knock it off I don't like what you're doing. That's one way of finding out there likes and dislikes I guess.
Keep an eye on things and see where this aggression is coming from. It's hard to say why. If your cat is an indoor cat, keep it that way. Leaving your cat out doors will change nothing.

If your cat is a female, she is very likely in heat. The cure would be to have her neuter that would be the solution. Make her a happy camper!

Your Cat is just trying to talk to you it shouldn't bother you. If it dose then check and see if all his needs are fulfilled. Get him food, water, change his litter, get him toys and if he is an out door cat let him outside, Hope I helped.
