Help! Markarth bounty glitch in SKYRIM?
So I'm having this problem where every time I go to or get near Markarth, soldiers stop me. My bounty is pretty high here. I can't bribe them and I can't even get arrested by them. I have several quests backed up because of this. Its so frustrating. How do I clear my bounty at this city? I've paid the bounty collector twice and nothing happened. I've even tried sneakng into the city using invisibility potions but no luck. I've also already completed the mission where I had to clear out of the Markarth prison, if that matters.

I've seen many prostitutes there and the police don't seem to mind. I think at one point I saw two cops keeping guard of a large group of them. And there are people handing out ads for prostitutes on the streets. Why is that? Isn't prostitution illegal? And is this true in other cities in the U.S.?
By the way I live in California and have visited Las Vegas several times already.
