I was making a painting and I couldn't finish due to an unforeseen event. It's really hard to recreate the same exact color. Wondering if I could take the dry paint and heat it up and make it soft again?

I want to hang something that weighs around 25lbs. I bought some hooks that have these metal fastener anchors that screw on. I'm not using the studs. Can the wall handle 25lbs?

I live in an apartment and my neighbors dog is driving me to the point that I want to strangle the tiny little rat dog. He does not stop barking (im guessing when the owner leaves). Like 4 people live in the house and its like no one seems to notice or care that a dog is barking inside their home for hours non stop. I have a pitbull, and barely barks unless someone knocks on the door. Some people are pathetic when it comes to obedience in a dog. I would tell my neighbor to shut the dog up but the neighbors are the family members of the landlord. The last thing I need is to get kicked out. I figure maybe ill blow the whistle everytime it barks and maybe itll learn to shut its trap.
