I am currently working as a retail manager and have ten years of customer service experience. I am now applying for a job as a resident liason officer and cant find the words to make my cv sound more customer service then retail. pls help.

If I were you, I would sit down with a pencil and paper and document all of the tasks you consider to be part of your retail management position. Also list all of your responsibilities. Then review the list for items that are consistent with your current position and the liaison position. Don't try to get too fancy with the wording, as it looks less credible.
The reality is that a retail manager, if involved in the day-to-day operations, is very customer-service oriented. I don't see a this as being too difficult to overcome. Anyone who doesn't think retail is customer service is out of touch.
Bring it to your deparment of labor. Most of them will doctor it up for free - but it takes a few weeks. Other than that check their web sites. They usually have resume tutorials.
