It depends on the sauce you are going to use.
Penne is smaller, Rigatoni is larger. They both taste about the same, but if you are using a thick sauce, go with the Penne. A thin sauce would probably call for Rigatoni, or even a spaghetti type of pasta (Angel hair, etc.)

Penne. I find it holds the flavor better. But it all depends on the sauce, really. Rigatoni for a hearty tomato sauce, penne for a lighter sauce.

That depends. Do you like a lot of sauce on your pasta? If so, go with rigatoni. That swirled shape holds a lot of sauce in those grooves. If you don't like a lot of sauce with your pasta, go with penne. That smooth tube shape lets just enough sauce to lightly coat the pasta. Whatever choice you do make, you can't go wrong! They're both great choices!
