I live in Illinois and was affected by the floods. My apartment is on the second floor and all I lost was my food in the fridge, but I still don't have power or water. It has been 2 weeks and looks to be even longer before it is habitable. What are the laws regarding paying rent for the time I am out of my apartment?

If the premises isn't fit for human habitation, no rent is due. Assuming that the reason for the lack of power is the flooding of the lower floor(s) of the building then it's not fit for habitation.
If it's not flooded and the only problem you are suffering is the lack of power for reasons beyond the landlord's ability to control or remediate, then you still owe the rent.

talk to a person in the housing office. my guess it was not the landlords fault but an act of nature. i am not sure about having to pay the rent but call around and ask. comed may well be responsible for part of the money but for sure the food if the electric still is not on. plus they should credit you for the days lost.

you may want to open an account just the the rent monies due to the flooding you cannot live in your rental, seek legal advice on this

I don't know what the laws are, but if im paying rent to live somewhere and its not being lived in by me (Do to unforseen circumstances). Then I wouldn't pay rent. Find out what your neighbors are going to do. If you cant live there, why pay rent.
