My sister wants me to bring my 13 y/o nephew to Texas while she takes care of her other child (temporarily)...my nephews father lives close to us, but she wants him to be with me. His father agrees. Would it be enough to get a notarized letter? Would I have to get it in Cali. or in Tx? Any advise will be greatly appreciated.

She would just need to give you notarized guardianship papers. These will allow you to put him in school, take him to doctors, basically act as his parent. If she has joint custody the father may need to sign one as well. They are not state specific.
