To simplify the expression (42y)/(1/7) means to express it as something x y/(something else).
When you multiply anything by one it stays the same value. What's ugly that you want to get rid of is that 1/7 in the denominator.
To get rid of 1/7 you multiply it by its inverse, 7. In order to not change the value of the expression you multiply the expression by 7/7.
Multiplying is done by (numerator x numerator) / (denominator x denominator).
When you do this you have a one in the denominator so you can ignore it and the simplified expression is the numerator.

42y divided by one-seventh? This isn't in an equation form so I have absolutely no idea. Is it supposed to be set equal to zero or are you just trying to simplify the equation?
