ok it is pretty much the end of the world. no food only rain water. you live in a city where you cant hunt because there arnt any animals the canned foods are gone... now your starving to death litterly cannablism has set in among whats left of the lower classes... you now have a choice. eat your pets (which wont last long) or eat your neighbors or die. what do you do?

Definitely the neighbors; I like my pets way better than people. That crazy fat lady behind me would be quite a lot of food.

first off, as long as it rains, I can grow stuff and believe me I would have.
All you need is dirt and a bit of shelter and the rain.
In your scenario, the pets are probably already gone as are zoo animals.
While all that was taking place, over a couple of months, I could have a few small container crops going to get me by. No it wouldn't keep me fat and sassy but it would keep me alive.
