I also have a Couple of friends that are Epileptic and can't use a Dreamachine; If I am able to create the same effects with the CES would the electronic pulse bypass their risk of seizure?

CES is not respectable science; however if you really want to play with it you should be aware of the risk. Making a good electrical connection to your head involves risk of serious injury, brain damage or death. Particularly if mains operated equipment is used.
Bearing this in mind, the circuits here (link) if correctly built and used should be electrically safe, provided they are operated from a small 9V battery and no earths are present.
As to use with epileptics I cant say.
