is it illegal to throw candy at people while not in a parade ?

me and my family are on vacation and wanted to have some fun by throwing candy at random people from our car in duluth .. is this illegal ? thanks !

Well, there's no such thing as penny candy anymore, and the last I remember, there was a
$50 fine for littering. It's probably up to $500, by now. It might be best, just to eat the candy.
If you were on the street, would you just smile at people randomly pegging candy at you ?

of course it would be fun - but you better get a licence - a food permit - then liability ins. - and a shady lawyer that can fight off assault charge of tossing candies - then swat team ins. so they can test the candys from terrist weapon chemicals - then you need an escort with permit vehicles and imunity plates from other country to do so - then you need own biz tax form for drive by candy delivery system that the health department needs to inspect before delivery - and last but not least melting insurence and insurence for not eating all the candy before you need to start

Even during a parade it's illeagle.

You have to hand candy to people, because what happens is, you'll drop a piece under a car, some kid will go running for it and get smushed.
