I'm a pro se plaintiff in a small claims court. I've motioned for a reconsideration of a dismissal. What do I say in court? How am I supposed to make an argument that the case has merit and shouldn't be dismissed?

Generally not very successfully.
To win on a motion for reconsideration, you have to convince the judge that s/he made a mistake the first time around. Even if the judge actually DID make a mistake it is next to impossible to convince them to change their minds.
You cannot raise or introduce new evidence in a motion for reconsideration. You are restricted to what was in front of the court the first time.
