How do you know if you have eczema?

I have a very small patch of bumps on my hand between my thumb and index finger. Their not red which I know is the usual for eczema, can you tell me what I have? Or if I do have eczema? And if so how do I treat it?

If it is eczema, the BEST solution I have tried is putting hydrocortizone on it, and coating a layer of vasaline on top of that to keep the moisture in.
I got horrible eczema on my arms right before winter and I tried coconut oil, almond oil, medettranian salt, pink salt, benadryl, changing body washes, etc. The ONLY thing that helped is hydrocortizone and vasaline. I am VERY happy with the results.
If this doesnt work, I would recommend seeing your primary doctor
