It comes back to Maslow's Hierarchy of Needs; physiological, safety, love / belonging, esteem, self-actualization.
In the case of Zombies they are ALWAYS hungry. For brains mostly. If they cannot fulfill this basic need then they will not experience the higher forms of needs. Consequently personal grooming, oral hygiene and so on will receive little attention.

Lol... Well, ya figure they've been dead for awhile and unable to take very good care of themselves... Besides, if you worked at Supercuts or Nordstrom's, would you wait on them??

I mean if I knew I might get blood and flesh on a nice shirt I probably wouldn't wear it and would put on something not so flattering
