Because they are very well aware that 99.9% of them will not be deported. He has asked for $3.8 billion now. They should all be put on commercial airliners and taken back where they came from. Would be cheaper and far better for everyone.

That low cost is only there to pay the salaries of the people put in place to create the appearance that he is doing something. Since he has no intention if actually spending anything to deport them, that cost doesn't need to be included.
Lets fill the FEMA camps with illegals so he can't put responsible citizens who point out his despotism in them.

Because he didn't ask for those two separate things.
The money he asked for is to (a) provide food and minimal shelter for the children while they await deportation and (b) to bring judges and open courts to speed up the process.

He already has the FEMA plan, sites which can handle a large influx of people in the event of a "disaster."
Apparently that disaster is man made and growing every day.
