Some cats purr and meow when they are in pain and are trying to calm themselves down, which is because of the birth. I'm sure she's just happy to have some kittens.
Keep the kittens and the mother in a warm safe place and give the mother plenty of food so she can produce milk.

No, that behavior does not indicate more kittens are on the way. I would keep an eye on her though and watch for any more contractions. 4 to 5 kittens is the average litter. I had one queen that delivered her last kitten 3 days after the first one.
Be sure she is safe, warm, and nursing her kittens. She may be purring and meowing softly because she has had her kittens.

Make sure she can get extra food and water because she is feeding 4 kittens. She's probably wiped out and needs a sitter so she can eat and rest!
