This question has probably been answered but I need an updated answer.
I started Black Butler 1 today and I found out most of the series is filler. And the entirety of Black Butler 2 is filler. So my real question is
Black Butler: Book of Circus, is this also a filler filled season? What episodes in Book of circus are fillers and which follow the manga?

Black Butler 2 is original, and it wasn't based off anything from the manga. So yeah that was a filler.
Book of Circus actually comes from the manga in the Noah's Ark Circus arc which is from chapters 24 to 37.
Everything in the Circus arc is about the same as they portray it in the anime. But they do not include chapters 36 or 37 in the anime. It instead ends at chapter 35 where Ciel and Sebastian aboard the train and go to Renbourn Workhouse.
