In my experience no. It is best to see your doctor and get prescription medicine...

I have rosacea and have used an OTC product called NeoStrata Bionic Face Cream. It contains Lactobionic Acid and it works quite well for me. It does not require a prescription, but it is not available in stores. It is only sold in doctor's offices, but I get mine on Ebay for about 1/3 the price. You can also buy it on the NeoStrata website: http://www.neostrata.com/

PROACTIV. I swear i'm a commercial for the stuff. it works great!!! if you find that it drys your skin too much, you just cut back on either the cleanser or the repairing lotion, both of which have benzyl peroxide in them, and then slowly work your way up, and make sure you always use a moisturizer.
