Nvu is even better than "freeware" - it's open source! Although my personal belief is that it is not ready for widespread use, others who have used it seem to think differently. Check it out:

Frontpage is cool, but a free alternative is the freewebs HTML website maker it has an easy to use interface and don't cost a penny, if you don't want freewebs to host your website just copy and paste the HTML code into your prefered server.

There are several freeware programs for designing websites (see link 1 below), but one in particular stood out for me (link 2) from an ease of use standpoint.

"Good Website Program" and "FrontPage" are mutually exclusive.
DreamWeaver is probably the best web development software out there. Of course, Microsoft's Visual Studio 2005 is free if you attend one of their presentations.
