the definition of insanity is to the same thing over and over again but expect different results. So if they are truly insane probably not

No. Insanity is a mental illness. If you knew you were insane, you wouldn't be insane. You'd be rational.

It depends on the level of mental difficulties they have. The milder one's usually do, but the more severe cases may not.
