if your power goes out and you have an electric clock blinking, waiting for you to reset it, does it use less power than usually because its only on half the time?

No if anything it uses more because the flashing are small power surges which spike electrical flow. most clock these days has a battery back up usually a 9 volt under the clock this will stop the flashing and resetting.

although a clock uses a very small amount of electric I would not let it concern me.

Is this a trick question? O.k. How is it blinking if the power went out? Or do you mean after the power comes back on? It doesn't use less power because on is on...off is off(.Did my answer make any sense?)
